peggy is bffs with claire and will likely be in and around that clinic during the clean up. she has no idea what rumlow looks like but thanks to ~history books~ i'm guessing he totally knows what a young director carter looks like? a chance encounter at the clinic or just outside of it....... she wouldn't shoot him on sight but she'll be damn close that's for sure
